10/10ths of an ice-berg?

last night was another cold'un round here; cold enough for the canal to freeze over in many places, if not all that thickly.
walking along it & noting the sun & shade effects upon it - it's another blindingly bright day - i noticed some of the large, broken sheets of ice were more than the proverbial 9/10ths of an ice-bergsworth under water - they were actually completely awash - with no wildlife (or stray dog-walkers/puzzlers) upon their surfaces visible - nor weed trapped into their under surfaces;
so my question today is,

what causes 10/10ths of an ice-berg
to be under water?
